Ask me to call them back, it's the IRS and it's urgent that I call them back, when I did they asked for my name and I told them I'd give my phone number and they hung up is this a scam I'm not sure please let me know thank you

I received a voice mail from the IRS stating the call was urgent. I returned the call, which I shouldn't have but, when the man answered the phone he stated the IRS had conducted an audit of my tax return from the years 2013, 2014 & 2015 and found mistakes in the calculation of the taxes. I owed $1024 in back taxes just in my name, which was a red flag, since I only file joint with my husband. He provided his name, Jack Allison, Badge#254127, my file#CJ8993. He asked if I had $1024, and I explained, no! He asked how much money I have. I explained I have $200 in the bank. He told me to drive to the local Dollar General Store to purchase tax pay card. He told me to get my car keys and he would stay on the line while I drove to the store, that's when I became nervous. I took the phone to my husband, and I had the man explain what he wanted, and he agreed with me, again. My husband said hang up on him its a scam! The man stated he would file an arrest warrant for my arrest if I hung up, but I hung up anyway!
