I recieve calls from this number almost daily. There will be a break for a week or two then starts back up. Going on for a couple months. At first it'll always be a miss call because of work I'm not allowed to have my phone. I don't call back unknown numbers w/o a voice mail for this particular reason; Scams. I finally decided to do a call back. Person picks up its noisy and speaks in Spanish. My Spanish is broken but get him to give me an English speaker. The English speaker seems to ask for some sort of service which I declined and asked to take my number off call list. I don't recall what service as I went straight to declining. Stoped for about a couple weeks and started up again. I finally picked up an active call and asked for same thing to decline and add to DoNotCall list but person hangs up. I finally ended up blocking number. Blocked number still calls regular as my phone logs when a blocked number tries to call. I googled the number and seems others are on the same boat. Some victims even got their number used to ghost/mask the scam number and call other potential victims. I don't believe the Maryland number is the actual number for the scammers as others pointed out it seems to originate in Mexico. But hopefully someone can investigate further.
